’வாய் வீச்சு அரசியல் மக்களுக்கு பயனளிக்காது’ அமைச்சர் ரிஷாட்டுடன் இணைந்து கொண்ட இல்ஹாம் மரைக்கார் கூறுகிறார்.

முஸ்லிம் கட்சியொன்றின் தலைவர் சகோதர முஸ்லிம் கட்சியொன்றின் தலைவரை மேடைகளில் தூஷித்தும் நடித்துக் காட்டியும் நையாண்டி பண்ணியும் கேவலப்படுத்தியமையுமே தான் முஸ்லிம் காங்கிரஸில் இருந்து விலகி அகில இலங்கை மக்கள் காங்கிரஸில் இணைந்து கொண்டமைக்கு பிரதான காரணமென்று முஸ்லிம் காங்கிரஸின் முக்கியஸ்தர் இல்ஹாம் மரைக்கார் அறிக்கையொன்றின் மூலம் தெரிவித்துள்ளார்.

காழ்ப்புணர்வுடன் இஸ்லாமிய சகோதரர் ஒருவரை வேண்டுமென்றே மு கா தலைமை தூற்றியதனாலேயே அக்கட்சியிலிருந்து அவசரமாக தான் வெளியேறிதாக அவர் விடுத்துள்ள அறிக்கையில் தெரிவிக்கப்பட்டுள்ளது.

அதில் தெரிவிக்கப்பட்டுள்ளதாவது,

முஸ்லிம் காங்கிரஸ் தலைமையின் ’நளினமான புத்தளத்துப் பேச்சு’ என் மனதை உறுத்தியது. மர்ஹூம் அஷ்ரப்பின் சமூகப் பற்றையும் அவரது மேடைப் பேச்சுக்களையும் அவரது செயல்பாடுகளையும் பாடசாலைக் காலத்தில் இருந்தே கண்டதனால் முஸ்லிம் காங்கிரஸில் இணைந்து அரசியல் செய்ய வேண்டுமென்ற எண்ணத்தை எனக்குத் தூண்டியது.

அக்கட்சியில் பல ஆண்டுகளாக அங்கம் வகிக்கும் நான், 2013 ஆம் ஆண்டு வடமேல் மாகாணசபைத் தேர்தலில் போட்டியிட்டும் 2014 இல் மேல் மாகாண சபைத் தேர்தலில் போட்டியிட்டும் கணிசமான வாக்குகளை முஸ்லிம் காங்கிரசிற்குப் பெற்றுக் கொடுத்திருக்கின்றேன். அக்கட்சியின் வளர்ச்சிக்காக நான் பட்ட கஷ்டங்கள் ஏராளம். எனினும் வடமேல் மாகாணசபைத் தேர்தலில் சதி முயற்சியினால் நான் தோற்கடிக்கப்பட்டேன்.

ஆண்டுக்கொருமுறை புத்தளத்திற்கு வந்து எமது வாக்குகளை அள்ளிச்செல்லும் மு கா தலைமை இற்றைவரை புத்தளத்தின் அபிவிருத்திக்காகவும் எமது மக்களின் நலனுக்காகவும் எந்தவொரு உருப்படியான முயற்சிகளையும் மேற்கொள்ளவில்லையென்பதை நான் மன வேதனையுடன் கூறுகின்றேன்.

தேர்தலுக்குத் தேர்தல் இங்கு வந்து வாய் வீச்சுக்களால் அரசியல் நடத்துவதன் மூலம் எமது மக்களுக்கு எந்தப் பயனும் கிட்டாது.
அதுமட்டுமன்றி முஸ்லிம் காங்கிரஸ் ஒட்டுமொத்த முஸ்லிம்களின் அரசியல் அபிலாஷைகளை வென்றெடுப்பதில் உருப்படியான எந்த முயற்சிகளையும் இதுவரை மேற்கொள்ளவுமில்லை. அவ்வாறான எத்தகைய திட்டங்களும் அவர்களிடம் இருப்பதாகத் தெரியவில்லை.

அமைச்சர் ரிஷாட் எனது பாடசாலை நண்பர். படிக்கும் காலத்திலே அவரது இஸ்லாமியப் பண்புகளைக் கண்டு நான் மனதார மகிழ்ந்திருக்கின்றேன். துடிப்புள்ள இளைஞரான அவர் அரசியலில் ஈடுபட்டு எம் பியாகி, அமைச்சராகி பின்னர் கட்சியமைத்து அரிய பல சேவைகளை செய்துவருகின்றார்.

முஸ்லிம் சமூகத்திற்கு பிரச்சினைகள் ஏற்படும்போதெல்லாம் துணிவுடன் போராடி வெற்றி பெறுகின்றார். தனக்கும் தான் சார்ந்த வட புல சமூகத்திற்கும் அடைக்கலம் தந்த புத்தளம் மண்ணை அவர் நேசிப்பது மட்டுமன்றி தமது கட்சிக்குக் கிடைத்த தேசியப் பட்டியலையும் எமக்குத் தந்துள்ளார்.

புத்தளத்தில் கடந்தகாலத்தில் அவரால் பல்வேறு அபிவிருத்திப் பணிகள் மேற்கொள்ளப்பட்டிருக்கின்றன. தற்போதும் பாரிய அபிவிருத்திப் பணிகள் ஆரம்பிக்கப்பட்டிருக்கின்றன. இவைகளை எவராலும் மறுத்துரைக்க முடியாது. அத்துடன் அவர் முஸ்லிம் சமூகத்தின் கல்வி மேம்பாட்டுக்காக பல்வேறு திட்டங்களை மேற்கொண்டு வருகின்றார். மக்கள் காங்கிரஸில் கல்விப்பிரிவொன்றை ஆரம்பித்து அதன் மூலம் முஸ்லிம் மாணவர்களின் கல்வி வளர்ச்சிக்கு அவர் ஆற்றிவரும் பணிகள் ஏராளம்.

எனவே சமூகத்தின் மீது அக்கறை கொண்டு உழைத்து வரும் அமைச்சர் ரிஷாட்டின் கரங்களை நான் பலப்படுத்தத் தீர்மானித்தேன். மக்கள் காங்கிரஸின் மூலம் பணி செய்ய விரும்புகின்றேன். இது மட்டுமன்றி மிக விரைவில் எனது வழியைப் பின்பற்றி புத்தளத்திலிருந்து மக்கள் காங்கிரஸில் பலர் இணைந்து கொள்ளவுள்ளனர் என்பதை மகிழ்ச்சியுடன் தெரிவிக்கின்றேன்.

நான் பல வருடங்களாக கல்வித்துறையில் பல சேவைகளை புத்தள மாவட்டத்திட்கு செய்து வந்துள்ளேன்.

எமது புத்தள மாவட்டத்திலே உண்மையிலேயே ஒழுங்கான ஒரு அரசியல் வாதி இல்லை
என்ற பலரின் குமுறலை கேட்டுருக்கிறேன்.

மேலும் புத்தள மாவட்டத்திலே ஒரு சில நேர்மையான அரசியல் வாதிகளே இருக்கின்றனர். மற்றவர்களை பற்றி நான் சொல்ல தேவை இல்லை.

எமது மக்கள் படுகின்ற பல கஷ்டங்களை அவதானித்தேன்.

அபிவிருத்திகளை செய்ய வேண்டுமானால்
அரசியல் அதிகாரம் தேவை என்பதையும்  உணர்தேன்.

சிறுவயதிலிருந்து SLMC கட்சியின் பொருந்தலைவர் M H M அஷ்ரப் அவர்களின் பல உரைகளை கேட்டு அந்த கட்சியின் விசுவாசியானேன்.
இதுதான் என்னை SLMC கட்சியில் இணைவதற்கு ஊன்றுகோளாக இருந்தது.

ஆகவே 2013 ம் ஆண்டு புத்தள மாவட்ட மாகாண சபைத்தேர்தலிலே SLMC கட்சியில் போட்டியிட்டு, 2 மாதங்களே பிரச்சாரம் செய்து 2450 வாக்குகள் பெற்று புத்தள நகரத்திலே SLMC கட்சியில் அதி கூடிய வாக்குகளை நான் பெற்றேன் .

15 வருடங்கள் அரசியல் அனுபவமான SLMC கட்சியின்
உறுப்பினர் ஒருவரே 3950 வாக்குகளால் மாகாண சபைக்கு தெரிவுசெய்யப்பட்டார்.

என்னை தோற்கடிக்கவே St.Andres கல்லூரியிலே பல எண்ணப்படாத வாக்குகள் ஒளித்துவைக்கப்பட்டது. அந்த வாக்குகள் சாலைகள் எனக்கு அதிகம் கிடைத்த சாலைகளேயாகும்.
(இதற்கான பல ஆதாரங்கள் இன்னும் என்னிடம் உள்ளன.)

அந்த காலப்பகுதியில் ACMC கட்சி புத்தள மாவட்டத்தில் போட்டியிடவில்லை.

நான் கொழும்பிலும் பல கல்வி நடவடிக்கைகளில் ஈடுபட்டதால் 2014 ம் ஆண்டு கொழும்பிலும் என்னை தேர்தலில் போட்டியிட்டு வாக்குகளை பெற்றுத்தருமாறு கட்சி வேண்டிக்கொண்டது.

45 நாற்காள் பிரச்சாரம் செய்து 48 பேர்கள் போட்டியிட்டதில் - 13 வது இடத்தை பிடித்து
கணிசமான வாக்குகளை கட்சிக்கு பெற்றுக்கொடுத்து
ஒரு மாகாண சபை உறுப்பினரையும் பெற்றுக்கொண்டோம். (ஆதாரங்கள் என்னிடம் உள்ளன)

இவ்வாறு SLMC கட்சிக்கு பல திட்டங்கள் , ஒரு பாராளுமன்ற தேர்தல், ஒரு ஜனாதிபதி தேர்தல் என, அவர்களுக்கு ஆதரவாகவும்  இருந்தேன்.

சென்ற வருடங்களில் புத்தள மாவட்டத்திற்கு சில  அபிவிருத்திகள் வருவதற்கும் எதோ ஒருவகையில் நானும் காரணமாகவே இருந்துளேன்.
இதனை SLMC கட்சிக்காரர்களால் மறுக்க முடியாது.

Joint Commander of the French Forces meets State Minister

Joint Commander of the French Forces Rear Admiral Didier Platon paid a courtesy call on the State Minister of Defence Ruwan Wijewardene at the Ministry premises today (28).

Ambassador of France to Sri Lanka Jean-Marin Schuh was also present at the occasion. A cordial discussion was held between State Minister Wijewardene and Rear Admiral Platon on matters of mutual interests and bilateral relevance.

People’s confidence on present Govt. has not diminished – President

President Maithripala Sirisena said that even though numerous blames, accusations and criticisms were leveled against the Government and the President, the confidence placed in the present Government by the public as well as electing him as the President of this country has not been changed.

In that context, the President emphasized that as a Government it will fulfill its responsibilities to take forward the country. He made these remarks participating at the SLFP membership promotion campaign held in Panadura, today (26).

It is the responsibility of all the Ministers and MPs, who represent the SLFP, to fulfill their respective duties with the aim of forming a SLFP Government in the future while building the SLFP as a strong political party which ensures the democracy, the President said.

The President also said that the politicians should be free from fraud and corruption and further said that a person who loves the motherland and its people and who possess the pure intention of developing the country as a one country one nation, will never use the public funds and resources for their own benefit.

President Sirisena said that the policy of the SLFP is to create a just society for all citizens while resolving public issues as well as providing necessary facilities for them. He also said that in parallel to the national programme of eliminating poverty from the country to be launched next year, will take steps to look into the welfare of the rural communities in all the nine provinces as well as to provide necessary economic reliefs to them.        

President Sirisena also presented membership cards for the new SLFP members at the ceremony.

President Maithripala Sirisena has assured the Joint Opposition that he will inquire into a petition submitted by the grouping to him recently against the proposed national payment platform.

Finance Minister Ravi Karunanayake’s proposal for Information Communication Technology Agency (ICTA)-led project to create a common platform to facilitate online transfers ran into a storm, with MP Bandula Gunawardena seeking Supreme Court intervention to thwart the move.

ICTA CEO Muhunthan Canagey announced the plans in September last year at the National IT Conference 2015.

Canagey revealed that three local companies had been shortlisted by ICTA to develop the app.

However, later it transpired that Transact Lanka (Pvt) Ltd, a mobile payments and funds transfer service provider had been awarded the contract without following the due procedures.

JO heavyweight MP Gunawardena said yesterday that he had received that assurance on Friday (Nov 25) in Parliament in the presence of several ministers. Appreciating President Maithripala Sirisena’s position, Gunawardena said that the move was meant to dilute powers of the Central Bank, a charge strongly denied by the government.

Addressing the media at Punchi Borella, the JO live wire said that he had the opportunity to reiterate JO’s concerns to the President on Friday at lunch.

Asked by The Island whether he had exchanged words with Minister Karunanayake in President Sirisena’s presence at the members’ canteen in parliament, Gunawardena said that he was having lunch with MP Anuruddha Jayaratne when the President sat a nearby table and called him to join him. Ministers Mahinda Samarasinghe, Nimal Siripala de Silva, Sajith Premadasa and Gamini Jayawickrema Perera had been seated with the President. Having sat next to the President, MP Gunawardena had explained the danger of the proposed national payment platform. Minister Karunanayake, who had joined the table by then accused MP Gunawardena of lying. The JO member retaliated by alleging Minister Karunanayake of lying to Parliament. Minister Karunanayake defended the proposed initiative on the basis that it was a new system which the JO couldn’t comprehend.

Minister Karunanayake maintained that the new government had to rebuild the national economy destroyed by former President Mahinda Rajapaksa and then Central Bank Governor Ajith Nivard Cabraal. MP Gunawardena retorted that had they been responsible, those who held ministerial portfolios at that time including President Maithripala Sirisena, Mahinda Samarasinghe, Nimal Siripala de Silva and himself were equally responsible.

Amidst the exchange of words, President Maithripala Sirisena has assured that JO’s concerns in respect of the proposed national payment platform would be inquired into.

President Sirisena further said that the public had accepted recent critical comments made by MP Gunawardena on television with regard to the national economy. Minister Karunanayake again accused Gunawardena of misleading the public. President Sirisena told Minister Karunanayake to contradict Gunawardena through the media if the JO member was lying.

MP Gunawardena told the media briefing that those in power should always keep in mind that they wouldn’t remain in power forever. The media promptly reminded the former Minister that his statement certainly applied to the previous SLFP-led government as well.

The SLFPer pointed out that Chairman of the Committee on Public Finance TNA MP M. A. Sumanthiran told parliament that draft budget estimates 2017 presented to parliament didn’t tally with actual figures used by the Finance Ministry.

Gunawardena said that powers exercised by the Central Bank in accordance with parliamentary approval couldn’t be vested in any other institution. Water Board, CPC to be regulated

 National Water Supply and Drainage Board (NWS&DB) and the Ceylon Petroleum Corporation (CPC) are to be regulated under the Public Utilities Commission of Sri Lanka (PUCSL).

The National Policies and Economic Affairs Ministry Progress Report for 2016 tabled in Parliament last week said PUCSL is to be broadened and strengthened to include NWS&DB and CPC to enable more cost effective pricing for utilities.

Speaking to the Daily News yesterday, PUCSL Director General Damitha Kumarasinghe said the regulation is basically on the price and cost determination and technical regulation which includes quality of the product and quality of the services.

“It will be same as the electricity sector regulation that we already do. We can also look into the public grievances on the supply of those services” he said. He said the Commission, as of its Act, is to regulate water services, petroleum and electricity sector.

“However, the relevant Acts of those institutions should give us the provision to regulate them. So far only the Electricity Act has given that provision to us and we have been regulating the sector since 2009. Sector specific Acts are needed to petroleum and water services to empower the Commission to regulate those two industries,” he said.

Once legal amendments are passed in Parliament, the tariff revisions will also come under the PUCSL purview.

“What we do in the electricity sector at present is that we ask them to file their revenue every six months and how much tariff increase they want to make the industry profitable. Then our team analyzes it to check whether they really need a tariff hike. We will also propose other possible measures to cut down the operational costs and increase the efficiency in order to avoid passing the burden to the consumers. We also ask for the government policy in that regard and finally take a decision whether to allow a tariff hike or not,” he said.

Kumarasinghe said the CPC would come under the PUCSL regulation first as legal amendments have already been finalised. The Petroleum Products (special provision) Amendment Bill has been finalised by the Legal Draftsman’s Department and approved by the Attorney General. Simultaneously, the CPC Act would also be amended for the same purpose. Ceylon Petroleum (Amendment) Bill has been submitted for the Cabinet Approval.

With regard to regulating NWS&DB, the government is to amend the Water Board Act and also to introduce Water Industry Legislation. The City Planning and Water Supply Ministry is working on the legislation while a Steering Committee has been appointed for the same purpose. Kumarasinghe said legislation pertaining to the water sector may take more time as it is still in the drafting stage.

MPs allowances to double soon

The Government was mulling an increase the office rent allowance up to Rs. 100, 000 per month each on offices maintained by 225 Members of Parliament.

The allowance for attending Parliament, which was now Rs. 500 would also be increased to Rs.2,500 for days of their attendance to Parliament meetings.

The new move has been introduced, instead of the earlier move to pay Rs.75, 000 as office rent allowance and Rs.5,000 attendance allowance for committee meetings.

The new move is due to be presented in Parliament soon by the Ministry of Parliament Affairs, it is learnt. The relevant Cabinet Memorandum had been signed by the minister on Friday according to the sources.

Accordingly a Parliamentarian is entitled for a total allowance Rs 20,000 per month on eight day’s attendance in Parliament meetings.

It is also learned that steps were being taken to increase insurance coverage offered to an MP and already negotiations have begun with an Australian Insurance Company.

When inquired about the decision to increase the MP’s allowances, Parliamentary Affairs Minister Gayantha Karunathilaka said the matter was now being considered and a decision would be taken next week about presenting it to the Cabinet.(Dayaseeli Liyanage)

அண்மையில் கல்முனைக்குடி 13ஆம் குறிச்சியில் கட்சியின் கிளையொன்றினை அங்குரார்ப்பணம் செய்து வைக்கும் நிகழ்வில் பிரதம அதிதியாகக் கலந்து கொண்டு உரையாற்றுகையில் மேற்கண்டவாறு தெரிவித்தார்.

கல்முனைத் தொகுதியின் நாமம் சுதந்திர இலங்கையின் முதலாவது பாராளுமன்ற காலத்திலிருந்தே புகழ் பெறத் தொடங்கியது. கேற் முதலியார் எம்.எஸ். காரியப்பர், எம். சீ. அஹமது, ஏ.ஆர். மன்சூர் ஆகியோர் தொகுதி அடிப்படையிலான தேர்தல்கள் மூலம் பாராளுமன்றத்துக்கு தெரிவாகியவர்களாவர். 1982இல் நடைபெற்ற பொதுசன அபிப்பிராய வாக்கெடுப்பில் ஜே.ஆர். ஜயவர்தன அவர்கள் தலைமையிலான அரசாங்கத்தின் ஆட்சிக்காலம் நீடிக்கப்பட்டதனால் ஏ.ஆர். மன்சூர் அவர்கள் தொடர்ந்து பாராளுமன்ற உறுப்பினராக பதவி வகித்தார். அவர் முல்லைத்தீவு மாவட்ட அமைச்சராகவும் தொடர்ந்து வர்த்தக, வாணிப அமைச்சராகவும் இருந்து எமது மண்ணுக்கு பெருமை சேர்த்தார். 1989ஆம் ஆண்டிலிருந்து 2000 ஆம் ஆண்டு வரை திகாமடுல்ல தேர்தல் மாவட்டத்தின் பாராளுமன்ற உறுப்பினராகவும், கப்பல், துறைமுகங்கள் புனர்வாழ்வு அமைச்சராகவும் மறைந்த தலைவர் எம். எச்.எம். அஷ்ரப் அவர்கள் பணியாற்றி முஸ்லிம் சமூகத்தின் தனிப்பெரும் தலைவராகத் திகழ்ந்து கல்முனை மண்ணுக்கு என்றுமில்லாதளவுக்கு புகழைப் பெற்றுக் கொடுத்தார். இவ்வாறு 53 ஆண்டுகளில் கல்முனைத் தொகுதி காலத்துக்குக் காலம் இருந்த அரசியல் பிரமுகர்களால் பல்வேறு அபிவிருத்திகளைக் கண்டு தென் கிழக்கின் முகவெற்றிலையாகப் பிரகாசித்தது. கடந்த 16 வருடங்களில் கல்முனை பெரும் பின்னடைவைக் கண்டுள்ளதற்கு அம்மக்களின் வாக்குகளைப் பெற்று ஏமாற்றி வருகின்ற ஸ்ரீலங்கா முஸ்லிம் காங்கிரஸின் தலைமையும் அதன் சுகபோகங்களை அனுபவித்துக் கொண்டு உல்லாசமாக ஓய்வெடுக்கும் உறுப்பினருமே பொறுப்புக் கூறவேண்டும்.

கல்முனை மாநகரம் என்பது இலங்கை வாழ் முஸ்லிம்களின் கவனத்தை ஈர்த்த ஒரு நகரமாகும். இதன் தற்போதைய நிலை மிகவும் கவலைக்கிடமாக இருக்கிறது. மாநகர சபைக் கட்டடம், பஸ் நிலையம், பொதுச் சந்தை, பொது வாசிகசாலை, நகர மண்டபம், பொது விளையாட்டு மைதானம், சில உள்ளூர் வீதிகள், சாய்ந்தமருது தோணா, அதனைக் குறுக்கறுக்கும் பாலங்கள் என்று எத்தனையோ விடயங்கள் இன்னும் கவனிப்பாரற்றுக் கிடக்கிறன.

தற்போது இயங்கிக் கொண்டிருக்கும் கல்முனை மாநகரசபைக் கட்டடம் 65வருடங்களுக்கு மேல் பழமை வாய்ந்தது. மிகவும் பொலிவிழந்த நிலையில் காணப்படுகிறது. எமது மாவட்டத்தின் பல பிரதேச சபைக் கட்டடிடங்கள் இதனை விட நவீனமாகவும் வசதிகள் நிறைந்ததாகவும் காணப்படுகின்றன. ஒரு காலத்தில் இங்குதான் புகையிரத நிலையத்தின் பொருட்கள் களஞ்சியப்படுத்தும் உபநிலையமும் காணப்பட்டது. அதேபோல் மாநகர சபைக் கட்டடம் இன்றும் காணப்படுகிறது. எங்கே கல்முனையின் கம்பீரம்?

கல்முனை பஸ் நிலையம் ஒரு காலத்தில் உவெஸ்லிப் பாடசாலைக்கு முன்னால் நாற்சந்தி சுற்றுவட்டத்துக்கு அருகில் இருந்து சந்தாங்கேணி மைதானத்திற்கு முன்னால் இடமாறி தற்போது இருக்கும் இடத்தை வந்தடைந்தது. இதனை மேலும் நவீனமயப்படுத்தி அமைப்பது பற்றிய எண்ணமே கிடையாது.  இங்கு பிரயாணிகளின் வசதிக்கான மலசல கூடமே இல்லை. அவசரத்துக்கு கல்முனை பஸார் பள்ளிவாசல்கள் கைகொடுக்கிறது. பெண்கள் கூட அங்குதான் செல்லவேண்டிய நிலை காணப்படுகிறது. கல்முனையின் ஸ்ரீலங்கா முஸ்லிம் காங்கிரஸ் மக்கள் பிரதிநிதியே உங்கள் சிந்தையை இது தொடவில்லையா? கல்முனைக்கு வந்துபோகும் வெளியூர் வாசிகள் இந்த நிலமையைப் பார்த்து மூக்கிலே கை வைக்கிறார்களே! இன்னும் உங்களுக்கு ரோசம் வரவில்லையா?

தனியார் பஸ் நிலையத்தை மிக மிக குறைந்த மாத வாடகையில் ஒரு தனியார் வங்கிக்கு வாடகைக்குக் கொடுக்கும் அளவுக்கு மாநகர சபையின் நிலையை மாற்றியுள்ளீர்கள். தனியார் பஸ் வண்டிகள் பிரதான வீதியின் பாதையோரங்களில் தடுமாறித் திரிகின்றன.

 இதில் நாணய சுழற்சியில் வென்ற ஜிம்பாப்வே அணி முதலில் துடுப்பெடுத்தாடியது.

இலங்கை அணியின் பந்துவீச்சை தாக்குப்பிடிக்க முடியாமல் தொடக்க முதலே திணறி வந்த ஜிம்பாப்வே அணி 36.3 ஓவரிலே 160 ஓட்டங்களுக்கு சுருண்டது.

ஜிம்பாப்வே அணியில் அதிகபட்சமாக மசகண்டா 36 ஓட்டங்களும், சீன் வில்லியம்ஸ் 35 ஓட்டங்களும் எடுத்தனர்.

இலங்கை அணி சார்பில், வந்தர்சே, குணரத்னே தலா 3 விக்கெட்டுகளும், சச்சித் பதிரான 2 விக்கெட்டும் வீழ்த்தினார்கள்.

இதன் பின்னர் 161 ஓட்டங்கள் எடுத்தால் வெற்றி என்ற எளிய இலக்கை நோக்கி இலங்கை அணி களமிறங்கியது.

தொடக்க வீரர்களாக தனஞ்ஜெய டி சில்வா, குஷால் பெரேரா ஆகியோர் களமிறங்கினர்.

தனஞ்ஜெய டி சில்வா டக்- அவுட்டாக ஆட்டமிழந்து ஏமாற்றினார். குஷால் பெரேராவும் (14), அடுத்து வந்த டிக்வெல்லவும் (16) நிலைக்கவில்லை.

இதனால் இலங்கை அணி நெருக்கடியான நிலையில் இருந்தது. இதன் பின்னர் ஜோடி சேர்ந்த குஷால் மெண்டிஸ், அணித்தலைவர் உபுல் தரங்கா ஆகியோர் நிதானமாக ஆடி அணியை மீட்டனர்.

குஷால் மெண்டிஸ் 57 ஓட்டங்கள் எடுத்து ஆட்டமிழந்தார். தொடர்ந்து ஆடிய உபுல் தரங்காவும் அரைசதம் அடித்தார்.

இதனால் இலங்கை அணி 37.3 ஓவரிலே 4 விக்கெட் இழந்து 166 ஓட்டங்கள் எடுத்து வெற்றி பெற்றது.

அதற்கு தேவை பணமோ பதவியோ கட்சியோ அல்ல! ஒன்றுமை ஒன்றே போதும்.

அது உங்களைப் போல சமூக பற்றுள்ள அரசியல்வாதிகளிடமிருந்து முதலில் உருவாக வேண்டும்.

எமது முஸ்லிம் அரசியல்வாதிகள் பதவிக்கும் பணத்துக்கும் புகழுக்கும் விலை போகிறவர்களாகத்தான் இருந்து கொண்டிருக்கிறார்கள்.  அதனால் ஒற்றுமை என்பது வெறும் வாய் பேச்சில் மட்டுமே இருக்கிறதே செயல்வடிவில் பூச்சியமாகவே இருக்கிறது என்பதை யாராலும் மறுக்க முடியாது.

இதை மாற்று மத அரசியல்வாதிகளும் நன்றாகவே தெரிந்து வைத்திருக்கிறார்கள்  பதவிகளையும், பணத்தையும் கொடுத்தால் சோனியிடம் பேரம் பேசி விடயங்களை கட்சிதமாக சாதித்துக் கொள்ளலாம் என நம்புகிறார்கள் செய்து காட்டியும் உள்ளார்கள்.

அதனால்தான் எம் சமூகத்தை பல விடயங்களில் சீண்டப்பட்டுக் கொண்டிருக்கிறது. அரசியல்வாதிகளை நம்பி மக்களும் பின்னால் இருந்து கொண்டு.என்ன செய்வதென்று அறியாமல் "இளவு காத்த கிளி போல்" காத்துக் கொண்டிருக்கிறார்கள்.

ஜனநாயக ரீதியாக தீர்வு ஒன்று கிடைப்பதற்கு உரிய இடத்தில் பேச வேண்டும் என்று பாராளுமன்றம்,மாகாண சபை என்று அனுப்பினாலே! அவர்கள் கதிரைக்கு பாரமாகவும் சமூகத்துக்கு சுமையாகவும் இருந்து கொண்டு, தாம் விரும்பியதுபோல் சுகபோகங்களை அனுபவிக்கிறார்கள்.
மக்களின் நிலமையோ அச்சத்துடன் வாழ்கிறார்கள்.

படைத்த இறைவன் எல்லோரையும் பாதுகாப்பான் என்பது கலிமா அது எங்கள் நம்பிக்கை ஆனாலும் வாக்களிக்கும் மக்களுக்கு தேர்தல் காலங்களில் நீங்கள் வழங்கிய  நம்பிக்கையூட்டலைத்தான் அவர்கள் செய்யுமாறு உங்களை வேண்டி நிற்கிறார்கள்.

ஒவ்வொரு மேடைகளிலும் நான் அதைச் செய்வேன் இதை தடுப்பேன் என்று ஆசை காட்டி பிச்சை எடுத்துச் சென்றவர்கள் நீங்கள் பிரச்சினை வரும்போது வேடிக்கை பார்த்து ஓடி ஒழிவது எந்த வகையில் நியாயம் என தெரியவில்லை.

பதவிகளும் தலைமைத்துவமும் வெறும் பதவி முத்திரையுடன் முடிந்து விடுவதில்லை. மக்களால் கிடைத்த பதவியை மக்களுக்காக செலவு செய்யாவிட்டால் இங்குள்ள  ஒவ்வொரு மகனுக்கும் பதில் செல்லா விட்டாலும் அந்த அல்லாஹ் ஒருவனுக்கு நீங்கள் பதில் சொல்லியே ஆக வேண்டும்.

அதிகாரம் கிடைப்பதற்கு முன் எனக்கு அதிகாரத்தை தாருங்கள் வறுமையை ஒழிக்கிறேன். தொழில்களை பெற்றுத் தருகிறேன். பாதைகளை போடுகிறேன். பாலங்களை கட்டுகிறேன். என்றெல்லாம் வாய் கிழிய இரவு பகலாக மேடைகளில் கத்தி மக்களின் வாக்குகளை புத்திசாலியாக சாதுரியமாக எடுத்துக் கொண்டு பதவியில் அமர்ந்தவுடன் தனக்கு குடை பிடித்தவர்களுக்கு ஏதாவது கொடுத்து திருப்தி படுத்திக் கொள்ளுவதும். தன் வங்கி கணக்கை அதிகரித்துக் கொள்ளுவதும். கண் இருந்தும் குருடராகவும் காது இருந்தும் செவிடராகவும் இருப்பது உங்களுக்கு வாடிக்கையாகி விட்டது.

இதுதான்  இன்றுள்ள எமது அரசியல் தலைமைகளின் நிலமை. இதற்கு எந்த அரசியல்வாதியும் விதிவிலக்கல்ல.

கெளரவ பிரதியமைச்சர் அவர்களே உங்களிடம் சில விடயங்களை எத்தி வைக்க விரும்புகிறேன். நீங்கள் தலைவர் அஸ்ரப் அவர்களின் பாசறையில் அரசியல் செய்தவர் எப்படி மக்களின் தேவைகளை பெற்றுக் கொடுக்க வேண்டும், எவ்வாறு உரிமையை பேச வேண்டுமென நன்கு கற்றுக் கொண்டவர் நீங்கள்.

அப்படி பட்ட உங்களுக்கு மக்கள் வாக்களித்து தகுதியையும் கொடுத்தது அவர்களின் தேவைகளையும், உரிமையையும் உரிய இடத்தில் உரிய நேரத்தில் பேசி பெற்றுக் கொடுப்பதற்காகவே.

உங்களின் ஆரம்பகால அரசியல் வருகையினை கண்டு மக்கள் ஆச்சரியப் பட்டார்கள் சந்தோசம் அடைந்தார்கள் குறிப்பாக அம்பாறை மாவட்ட மக்களில் நானும்  உட்பட.

உங்கள் தைரியத்தையும் மக்கள் உங்கள் மீது வைத்துள்ள பதிப்பையும் மக்கள் செல்வாக்கையும் கண்டு பெருமை அடைந்தேன்.

ஆனால் இப்போது ஏதோ ஒன்றை எதிர்பார்த்து அந்த பாதையை விட்டு விலகி சென்று யாரையோ திருப்தி படுத்துவதற்காக உங்கள் நகர்வு சென்று கொண்டிருப்பதை காண முடிகிறது.

நீங்கள் வாழ்கின்ற அந்த மண் பலதரப்பட்ட அரசியல் மா மேதைகளை உருவாக்கிய மண் 'படித்த புத்திஜீவிகள் வாழுகின்ற பிரதேசம் அப்படிப்பட்ட மக்கள் உங்களை தெரிவு செய்தது கட்சியின் தலைமைத்துவத்தை திருப்திப் படுத்திக் கொண்டு.   தலைவர் செல்லுவதற்கெல்லாம் தலையாட்டியாக இருப்பதற்கல்ல!

மாறாக மக்களின் தேவைகளையும் உரிமைகளையும் பேசுவதற்காகவும். இனவாதிகளின் செயற்பாட்டிற்கு எதிராக சமூகத்தை ஒற்றுமையுடன் வழிநடத்தி வெற்றி காண்பதற்குமேயாகும்.

ஒரு தலைமைத்துவத்தின் கீழ் இருந்தால் கட்டுப்பட்டுத்தான் ஆக வேண்டும் இல்லை என்று சொல்ல வரவில்லை. ஆனால் தலைவரே சர்வதிகார முறையில் சமூகத்தைப் பத்தி சிந்திக்காமல் செயற்பட்டுக் கொண்டிருக்கும் போது அந்த தலைமைக்கு பின்னால் பயணித்து என்ன பயன் மக்களுக்கு? என்று கேள்வி எழுகிறது.

கட்சி மக்களுக்காக உருவாக்கப் பட்டது. தலைவர் மக்களின் நலன் கருதி தெரிவு செய்யப் பட்டவர்.
ஆனால் இதையல்லாம் இப்போது தலைகீழாக நடந்து கொண்டிருக்கின்றதை காணக் கூடியதாக இருக்கிறது.

கெளரவ பிரதிமைச்சர் அவர்களே பதவிகளும் பட்டங்களும் கொடுப்பதும் எடுப்பதும் அல்லாஹ் நாடியபடியே நடக்கும்.  அப்படி இருக்கையில் உங்கள் அரசியல் முன்னெடுப்புகள் தலைவரை மட்டுமே திருப்தி படுத்துவதாகப்  அமைவது ஏன் ?

தலைவருக்காக உங்களுக்கு மக்கள் வாக்கு போடவில்லை.  உங்கள் மீதுள்ள நம்பிக்கையினாலே உங்களுக்கு ஆணை வழங்கியுள்ளார்கள்.

மாறாக திறமையற்ற ஆளுமையில்லாத உங்களுக்கு தலைவர் போட்ட பிச்சை என்று நினைத்து விட்டீர்களா? இல்லவே இல்லை.

உங்கள் திறமையையும் மக்கள் செல்வாக்கையும் நன்கு அறிந்து கொண்ட தலைவர் எதிர்காலத்தில் தன்னை விட சிறந்தவராக மக்கள் மத்தியில் வரக்கூடும் என்று புரிந்து கொண்டுதான் உங்களை அடக்கி வாசிக்க வைத்து கொண்டிருக்கிறார்.

ஏன் அவர் ஒரு சில பதவிகளை தந்தார் என்பது உங்களுக்கு புரியாமல் இருக்கலாம். ஆனால் சிந்திக்க தெரிந்த புத்திஜீவிகளுக்கு நன்றாகவே தெரியும் உங்கள் தலைவர் சானக்கியம் பற்றி

பிரதியமைச்சரே ஊர் மக்கள் உங்கள் மேல் வைத்திருக்கும் நம்பிக்கையும். வாக்கு போட்ட மக்களின் எதிர்பார்பையும் காணல் நீர் போன்று ஆக்கி விடாதீர்கள்.

உங்கள் மனதை தொட்டு கேளுங்கள் அமைச்சர் சகோதரர் ஹக்கிம் தலைமையில் இத்தனை வருடங்களாகவும் இந்த சமூகத்துக்கு உருப்படியாக நீங்கள் செய்ததுதான் என்ன? அல்லது எவ்விடத்திலாவது உரிமைக்காக குரல் கொடுத்து சாதித்து காட்டிய வரலாறு ஏதுமுண்டா?

மாறாக இழந்தவைகளும் இழந்து கொண்டிருப்பதுதான் மிச்சம். போதாக்குறைக்கு வடகிழக்கு இணைப்புக்கும் தலைவர் சம்மதம் தொரிவித்து விட்டார் மறைமுகமாக என்பதும் அவர்களின் நடவடிக்கையில் இருந்து தெளிவாக புரிகிறது.

"பாம்புக்கு தலையை காட்டி.மீனுக்கு வாலை காட்டுவதாகத்தான்" தலைவரின் அனைத்து நடவடிக்கைகளும் இருக்கிறது.

தனது மக்கள் படும் கஸ்டங்களிலும் துயரங்களிலும் விடுபட்டு சந்தோசமாகவும் பாதுகாப்பாகவும் இந்த நாட்டில் வாழுவதற்கு குரல் எழுப்புங்கள். உரிமைகளை தட்டி கேழுங்கள். சேவைகளை பெற்றுக் கொடுங்கள். மறைந்த தலைவர் அஸ்ரப் விட்டுச் சென்ற விடயங்களை முன்னெடுத்து செல்லுங்கள். அது வெறும் புகைப்படத்துடன் மட்டும் நின்று விடாமல் செயலிலும் செய்து காட்டுங்கள்.

உண்மையாகவும் நேர்மையாகவும் இதய சுத்தியுடனும்  செயற்பட்டால் மக்களின் ஆதரவும் ஏழைகளின் துஆக்களும் நிச்சயமாக உங்களுக்கு என்றென்றும் இருக்கும்.

இல்லாவிட்டால் தலைவர்தான் எல்லாமென தலையாட்டிக் கொண்டு. அரைத்த மாவை மீண்டும் அரைத்துக் கொண்டு மக்களை ஏமாற்ற நினைத்தால் இறைவனின் தண்டனையில் இருந்து தப்பிக்க முடியாது.

அகதிகளை எவ்வாறு ஆதரிக்க வேண்டும் என இஸ்லாம் கூறிய வழி முறைகளுக்கு ஒப்ப அகதிகளை அரவணைத்து பராமரித்த புத்தளம் மக்களையும் இந்த மண்ணையும் நாங்கள் ஒருபோதும் மறக்க மாட்டோம். என்னையும் புத்தளத்தையும் பிரித்து வேடிக்கை பார்ப்பதாக சிலர் கற்பனைக் கதைகளைக் கட்டி விடுகின்றனர். வன்னித் தலைமைத்துவம் என்றும் வடக்குத் தலைமைத்துவம் என்றும் கதையளந்து பிரிவுகளை உருவாக்க சிலர் முனைந்த போதும் பெரும்பாலான புத்தளம் மக்கள் எம்மை நேசிப்பதனாலேயே இந்த உறவு இன்னும் தொடர்கின்றது.

வன்னியிலே தொகுதிவாரிப் பிரதிநிதித்துவம் ஏற்படும் போது நான் வெல்ல முடியாது என்ற காரணத்தினாலேயே புத்தளத்திலே நாட்டம் கொண்டதாக கூறுகின்றனர். அகதி மக்களின் வாக்கினாலும் ஏனைய இனங்களின் ஆதரவினாலும் நான் தொடர்ந்து நான்கு முறை வெற்றி பெற்று அரசியலில் உயர் பதவியில் இருக்கின்றேன். இறைவனுக்குப் பொருத்தமாக அரசியல் செய்வதால் எனது கட்சி வளர்ந்து செல்கின்றது.

முஸ்லிம் சமூகம் இன்று கல்வித் துறையிலே நான்காவது இடத்தில் நிற்கின்றது. ஒரு நாட்டினது கல்வி வளர்ச்சியின் வீதமே அந்த நாட்டின் முன்னேற்றத்திற்கு அளவு கோலாக அமைகின்றது.

ஆசிய நாடுகளிலே கல்வியிலே இலங்கை உயர்ந்த நிலையில் இருக்கின்றது. எனினும் நாங்கள்; கல்வியிலே பின்தங்கி இருப்பதற்கு காரணம் அக்கறை இன்மையே. முஸ்லிம் பெண்பிள்ளைகள் கல்வியிலே உயர்ச்சியாக உள்ள போதும் ஆண் பிள்ளைகள் மிகவும் பின்தங்கி இருக்கின்றனர். கையடக்க தொலைபேசி பாவனை, வேண்டாத காரியங்களில் ஈடுபடல், இவைகளினால் தமது காலத்தை கழிக்கின்றனர்.

கடந்த 2 வருடங்களுக்கு முன்னர் வைத்திய துறையில் மூன்று சதவீதமாக இருந்த முஸ்லிம் சமூகம் கடந்த வருடம் 8.5 சதவீதமாக உயர்ந்துள்ளது. ஒரு சமூகத்திலே அரசியல்வாதிகளும் சமூகவாதிகளும் ஆன்மீகவாதிகளும் கல்வியியலாளர்களும் கருத்தொருமைப்படுவதன் மூலமே அந்த சமூகத்தை உயர்ந்த முடியும். அரசியல்வாதிகளை புறந்தள்ளி ஏனைய மூன்று சாராரும் சில விடயங்களை முன்னெடுக்கும் போது அவை உரிய இலக்கை அடைய முடியாத அல்லது தோல்வியை சந்திக்கக் கூடிய சந்தர்ப்பங்கள் நிறைய ஏற்படுகின்றன. தேர்தல் காலங்களில் மட்டும் அரசியல்வாதிகளுக்கு உதவுவதுடன் சிலர் தம்மை மட்டுப்படுத்திக் கொள்ள வேண்டும்.

இந்த நிலை மாறி அரசியல்வாதிகளுக்கு ஆலோசனை சொல்பவர்களாக அவர்களுடன் இணைந்து பயணிப்பவர்களாக மற்றைய சாரார் இருந்தால் சமூகத்தை சரியான வழியில் நடத்த முடியும் என்பதே எனது கருத்தாகும். சமுதாய நலனுக்காக, சமூகங்களுக்கிடையில் நல்லுறவுக்காக சமத்துவ வாழ்வுக்காக நான்கு சாராரும் ஒன்று சேர்ந்து பயணிக்கக் கூடிய சூழல் உருவாக வேண்டும்.

மாமனிதர் மர்ஹ_ம் அஷ்ரப் முஸ்லிம் சமூகத்துக்கு ஆற்றிய பணிகள் அளப்பரியன. அந்த மகான் அரசியல் நடத்திய காலத்தில் பாடசாலை மாணவனாக இருந்த போதும் அவரது பல கூட்டங்களில் பார்வையாளராக இருந்து அவரது சிந்தனைகளை, சமூகப் பற்றை, சமூகத்துக்காக குரல் கொடுக்கும் பாங்கை நான் கண்டிருக்கின்றேன் என்றும் அமைச்சர் கூறினார்.

Sri Lanka snatch a thriller to enter final

BULAWAYO, Wednesday - Sri Lanka took three wickets in the last three overs to snatch a thrilling one-run victory over West Indies in the triangular one-day series on Wednesday.

Niroshan Dickwella and Kusal Mendis both scored 94 runs as Sri Lanka posted 330 for seven from their 50 overs but for the second game running, West Indies worked themselves into a winning position before falling agonisingly short of their target as they finished on 329 for nine. Needing 10 runs off the final over bowled by Nuwan Pradeep, Sulieman Benn belted the third delivery for six to leave the West Indies requiring three runs from the final three balls.

But amid a frantic finish they could only manage one more run and must now battle hosts Zimbabwe on Friday to determine who will play Sri Lanka in Sunday’s Tri-Series final. A sparkling maiden ODI century from West Indies opener Evin Lewis (148 from 122 balls) was in vain as captain Jason Holder (45 not out) was the only other batsman to get past 30 in the innings.

As they had done in their last match against Zimbabwe, when they could only manage three from the final over to tie, West Indies failed to close out the match. Lewis was one of three run outs in the innings that came at crucial times and kept Sri Lanka in the game. Dickwella and Mendis shared a 107-run partnership for the third wicket as Sri Lanka posted a formidable 330 in their innings.

Dickwella fell six runs short of a century as he was trapped leg before wicket by Holder and Mendis then also missed out as he edged a delivery from Ashley Nurse.

No caged animals at Dehiwela Zoo from next March

The caging of animals at the Dehiwela Zoo will be abolished by March next year while arrangements will be made to provide proper care to the animals, Wildlife and Sustainable Development Minister Gamini Jayawickrama Perera said.

He also said the Dehiwela Zoo will be open until 9.30 p.m. where the zoo will be promoted as a night park.

Perera said Rs. 200,000 will be provided to families of persons who died in elephant attacks adding that Rs. 75,000 will be provided to those who sustained injuries due to elephant attacks.

“People living in areas vulnerable to elephant attacks will be given equipment and technology to protect themselves. The government will bear the expenses," he said.

Perera said the proposed budget for 2017 has allocated Rs. 3,500 million for development projects undertaken by the Wildlife and Sustainable Development Ministry.

The relocation of the Army Hospital in Narahenpita area which was earlier located in Army Headquarters has completed its first and second stages.

It has been planned to build three building complexes for providing medical facilities, accommodation for medical officers and other officers, storage facilities, and maintenance facilities under its third phase.

Accordingly, the proposal made by President Maithripala Sirisena, in his capacity as the Minister of Defence, to implement the third phase of the said project at an estimated cost of Rs. 7,088.32 million and to commence its construction in 2017, was approved by the Cabinet of Ministers.

Explore and assessment of gem deposits in Sri Lanka

It has been assessed that gem deposits are spread around 70% of land in Sri Lanka but only 10% of them are used in mining activities.

The proposal made by President Maithripala Sirisena, in his capacity as the Minister of Mahaweli Development and Environment, to implement Project for explore and assess gem deposits in Sri Lanka between 2017 and 2021 which is planned with the view of introducing a comprehensive database with illustration on gem deposits, introducing proper methods for gem mining, and preparing guidelines for a sustainable gem mining industry, was approved by the Cabinet of Ministers.

Introduction of Global Positioning System (GPS) for efficient and secure operation of trains

The proposal made by Transport and Civil Aviation Minister Nimal Siripala de Silva, to procure and install a Train Operating and Information System based on a GPS system that enables to monitor the definite location and speed of trains from the Ministry of Defence and implement it connected with the current Train Time Keeping System with the objective of benefiting the Sri Lanka Railway and passengers, was approved by the Cabinet of Ministers.

The proposal made by Labour and Trade Union Relations Minister W.D.J. Seneviratne, to present the 204th recommendation of the ILO on transforming from informal economy to formal economy adopted at its 104th session held in 2015 to the parliament, was approved by the Cabinet of Ministers.

Establishment of Sri Lanka Institute of Digital Health Innovation and Commercialization

The aggregation of genomic medicine and information and communication technology is called the Digital Health and it is making a great revolution in the health sector.

The global investment in digital health shows a great increase in recent past and the future of health sector depends on digital health innovation.

Accordingly, the proposal made by Science, Technology and Research Minister Susil Premajayantha, to establish the Sri Lanka Institute of Digital Health Innovation and Commercialization, with public private partnership that enables to cooperate with reputed commercial and research organisations for gaining maximum benefits for the health sector in Sri Lanka, was approved by the Cabinet of Ministers.

Herbal cultivation project implemented to promote production of high standard medicinal raw materials for Ayurveda medicine

About 60% of raw materials requirement is imported. As a measure, budget 2016 proposed to introduce the short-term herbal cultivation.

Accordingly, the proposal made by Health Nutrition and Indigenous Medicine Minister (Dr.) Rajitha Senarathne, to implement the above project in Ratnapura, Kurunegala, Anuradhapura, Monaragala, and Galle Districts, and to purchase the produced raw materials through the sales network of Ayurveda Drugs Corporation, was approved by the Cabinet of Ministers.

Revision of fees charged by the Department of Registrar of Companies

The proposal made by Industry and Commerce Minister Rishad Bathiudeen, to present the gazette issued by him bearing number 1990/12 and dated 25-10-2016 to parliament for approval, regarding the revision of above mentioned fees under the provisions of Companies Act no. 7 of 2007 and Societies Ordinance No. 16 of 1891 amended by the act No. 11 of 2005, was approved by the Cabinet of Ministers.

Seed and planting material development project

It has been observed that use of quality seed and planting material helps in increasing quality and productivity of harvest.

Accordingly, the proposal made by Minister Agriculture Duminda Dissanayake, to implement seed and planting material projects using lands owned by the Ministry of Agriculture and its affiliated institutions which are not used for any productive purpose, for the sustainability of agriculture and food safety, was approved by the Cabinet of Ministers.

Provide Pre trial procedure for minimising the number of cases

The public faces many difficulties with delaying of trials and still there are many trials delayed in courts though various measures have been taken time to time in this regard.

The Cabinet has already approved the introduction of Pre Trial Procedures. Accordingly, the proposal made by Justice Minister Wijayadasa Rajapaksa, to publish in the gazette and present in the parliament for approval the Civil Procedure Code (Amendment) Bill drafted by the Legal Draftsman and cleared by the Attorney General, was approved by the Cabinet of Ministers.

Amendment of the Mutual Legal Assistance in Criminal Matters Act

The Mutual Legal Assistance in Criminal Matters Act No. 25 of 2002 provides for international mutual assistance in combating transnational crimes.

Accordingly, the proposal made by Justice Minister Wijayadasa Rajapaksa, to amend the above act recognizing the recent developments in transnational crimes such as money laundering, bribery as stipulated by the 16th article of the United Nations Convention on Bribery and Corruption, crimes related to computers and data, reflecting the Sri Lanka’s responsibility in fighting transnational crimes and confiscation of properties earned by such crimes, was approved by the Cabinet of Ministers.

Land subsidence at Achchuveli, Jaffna District

A land subsidence in agricultural lands in Achchuveli, Jaffna has been reported. As the lands in these areas are created of limestone they tend to create cavities and caverns.

The proposal made by Prison Reforms, Rehabilitation, Resettlement and Hindu Religious Affairs Minister D.M. Swaminathan, to conduct a study by the National Building Research Organization enabling the decision making on land utilization of the area, was approved by the Cabinet of Ministers.

Improving Residential facilities for officers of Police Special Task Force

The lack of accommodation facilities to STF officers deployed in Colombo and suburbs has become an issue.

The proposal made by Law and Order and Southern Development Minister Sagala Ratnayake, to construct a new three storied barrack to provide accommodation for 250 officers at an estimated cost of Rs. 74.9 million by removing an old barrack in Gonahena Camp premises, was approved by the Cabinet of Ministers.

Purchase of sports shoes for Sri Lanka Army

The proposal made by President Maithripala Sirisena, in his capacity as the Minister of Defence, to award the contract for purchasing of 200,000 sports shoes for Sri Lanka Army as recommended by the Standing Cabinet Appointed Procurement Committee, was approved by the Cabinet of Ministers.

Procurement of required equipment for the Combat Convoy Battalion in Mali

Sri Lanka expects to deploy a Combat Convoy Battalion for UN peace keeping operations in Mali and the proposal made by President Maithripala Sirisena, in his capacity as the Minister of Defence, to award the contract for purchasing demining and explosive ordnance disposal equipment as recommended by the Standing Cabinet Appointed Procurement Committee, was approved by the Cabinet of Ministers.

Establishment of a national border management committee

Control of boarders of a country is extremely important in its national security. People and Goods exchanged across the Sri Lankan Border is gradually increasing at it is expected that it will reach 10 million persons and 200 million kilograms of goods at 2020.

Accordingly, the proposal made by President Maithripala Sirisena, in his capacity as the Minister of Defence, to establish a National Border Management Committee which is comprised of senior officers/policy makers of government to act as the government’s central body for assessment of risks, priorities, and aims in this regard, was approved by the Cabinet of Ministers.

Improvement of Urban Interconnected roads

It is essential to develop interconnected roads to reduce the traffic congestion and regional transport infrastructure development in Western Province.

Accordingly, the proposal made by Megapolis and Western Development Minister Patali Champika Ranawaka, to improve 26 damaged interconnected roads with a total length of 30 km in Colombo, Moratuwa, Mahara and Avissawella areas by laying carpet at an estimated cost of Rs. 208.5 million through the Provincial Road Development Authority (Western Province), was approved by the Cabinet of Ministers.

The proposal made by Finance Minister Ravi Karunanayake, to declare 01st of September in each year as the ‘National Insurance Day’ with the view of educating Sri Lankans on the importance of insurance and encourage all families to obtain an insurance cover, for covering deaths, diseases, and damages to property, was approved by the Cabinet of Ministers.
